Question about strength charms

According to AS, a grand charm of strength has the following stats:
Strength +3-6 To Strength Large Charms(1)[3-4](14)[5-6]

My question:
Is the boundary level inclusive or exlusive? I.e. what is the minimum level requirement of a 3 str gc, level 1 or level 2?

The level requirement would be 1*0.75, so any char can use it! You'd have to be 14*0.75 (but not more) to use a 5-6 grand.

EDIT: I don't know if it's 10 or 11 level req on the 5-6 charm. Can someone verify if they round up or down?

EDIT2: Well, thinking the 3-4 charm has NO level requirement with a 0.75 "real" req, I guess they round down... Anyway, it'd be nice to know, so if someone has a 5-6 str GC, could you post what lvl req it is?
