does slow target still work in pvp?

Yes, slow still works plenty in PvP. I hear people complaining about my Clay golem slowing them all the time.

slow doesnt seem like it deserves the same bad rap it did in 1.09 though.

the whole reason people really hated it was bc of BM zons using it with GA and sometimes the mega psn. right?

how slow stacks from multiple sources is still a lil of an unknown. golem + cold + decrepify + clegs + slow bow? how does it all add up?

anyway i dont see slow as that much of an issue sometimes.. sometimes i wonder what dueling would be like if slow was allowed.. and everyone tried to balance there IAS with use of Slow on their builds.

it sure would be a huge change.

i think they do add up cause i got depry and hit by a clay golem and i moved/attacked really really slow compared to just being hit by the golem

Slows target can't be anything but the attribute "Slows Target by %" ...meaning all sources of slow are just added as they are all "like terms".
