ladder winners get their own set created after them. For example, if a guy called DarkGoat wins the ladder, then he gets to design a set called DarkGoat's "insert name" which can be found on the realms.

How long before "-=733+DuD35=-'s Enigma" set comes out?

He gets to design a set?
So a ring and an amu giving:
+20 BO
+1 Teleport
+20 Smite
+7 all Skills
+20 Whirlwind
And then stuff like CBF, +75 all res, +2 all skills etc on the items themselves...
And to top it all off it's called "Legolassss-KKK's Pwnage"

Instead maybe the first to 99 should receive a rare one-of-a-kind item only bestowed upon ladder winners.
I'm sorry but as a part of game mechanics what you're suggesting has nothing to do with the topic.

I think the OP's idea is great.
I had a similar idea, because you must take into consideration the mods you get to choose for your set.
So the idea is all players get a late game quest reward where they get to make their own set named after them. But the mods...
The mods are chosen by the player from a list. The list of mods depends of behaviors that were recorded throughout the chr's journey. So if you picked up > 90% of all the little gold piles that droped, then a goldfind mod is on the list. If you took X-total amount of damage from fire, a fire res mod is on the list. If you used mace class weapons for > 90% of attacks, then a crushing blow mod would be on the list, and so on.
So you get to chose a bunch of these mods and assign them to gear like a helm if you have enough points in energy, body armor if you have X amount of str, gloves if you have a certain dex range, and so on.
The set items can be traded, but other users would only get the mods on the items, and not the extra bonuses from combos. Or, they get all the bonuses, but the set in the hands of the player who made it can get an extra super bonus for wearing the whole thing that others don't get with that set.
That was my idea, but I like the OP's idea more which can involve replicating the set so he/she can become famous and affect all those under him/her.

Another way to choose the mods:
At the moment you reach 99 first on the ladder, details about your items/stats/skills etc are recorded and sent to blizzard. Then blizzard designs the set, basing it on what your character is wearing, his skills etc, of course with bonuses added. For example, if you discovered a really cool build, and you use that build to win the ladder, then obviously the items you use will be very suitable and good for that particular build. So the set created will be specially suited for this build. The best part about this is that you will be immortalized through this set, and the ladders will be so much more competitive.

If I get it right, by finding items you unlock the mods they have on them and can use them for a quest reward to make your own items? Dude, that is awesome.
I also like the op's idea. Would be cool to see somebody making their own set. Although I agree with the other posts too in mentioning that it can be abused. Nobody wants a set like Arbedark mentioned.
So for the winners they'd get to choose to make their own set (or unique or runeword). Since there'd be only 1 winner per season, it'd be easy for bnet mods to keep an eye on the player designs. Some possible restrictions:
- Name has to be acceptable and at least somewhat fit the game. I don't mind what it's named too much as long as the name isn't Pwnznubs1$$ or T-Rex Suit.
- No making broken items. You can make something underpowered, or even godly, but we don't need an enigma ring.
- It has to be at least somewhat unique and not just a carbon copy of another set/unique.
